Eligibility criteria:
1. Tenderers must have a valid and up-to-date Trade License, latest Income Tax Certificate, valid e-TIN Certificate, VAT Registration Certificate, Bank Solvency Certificate, Nationality Certificate, and Authorization Letter.
2. The Tenderer shall possess the legal capacity to enter into the Contract in accordance with applicable law.
3. The Tenderer must possess a valid Chemical Import License or a Manufacturer's Authorization Certificate / Agency Agreement from an authentic chemical manufacturer.
4. Tenderers must have at least 01 (one) year of experience in supplying Hydrochloric Acid to BPDB; otherwise, the tender will be non-responsive.
5. Tenderers must submit a 01 (one) liter sample in a suitable packet, jar, or bottle to the Office of the Chief Chemist, Bibiyana-3, 400 MW CCPP, Habiganj, by 21/09/2026 at 5:00 PM to fulfill the requirements of the technical specifications; otherwise, the tenderer will be non-responsive.
6. After supplying the Hydrochloric Acid, the winning contractor must submit a laboratory test certificate of the supplied items from a recognized institution (such as BUET, BAEC, BSTI, or BCSIR) prior to R&I. Otherwise, the R&I will not be conducted, and the materials will be returned.
7. Tenderers must comply with the requirements specified in the TDS and PCC.
8. Tenderers must submit a written commitment to supply the estimated quantities in different segments as required by the Purchaser, using the specified packaging (e.g., Tank Lorry or 25–50 kg heavy-duty plastic jars). Furthermore, they must undertake to strictly comply with all safety protocols for Hydrochloric Acid transportation and handling.
9. Tenderers must submit an End-User Certificate for Hydrochloric Acid supply as evidence of chemical supply experience. Otherwise, the tenderer will be evaluated as non-responsive.
