Official Cost Estimate (Prediction):
* Tender Security can be maximum 3% of Official Cost Estimate. So estimated cost is more than Tk. 5000000.
* Tender Security is normally more than 1% of Official Cost Estimate. So estimated cost should be less than 15000000 BDT.
Thus, Official Cost Estimate should be BDT. 5000000 ~ 15000000.
Eligibility criteria:
The Tenderer must be the manufacturer or the sole authorized distributor of a foreign manufacturer for the key components (Smart card) OR An authorization letter from a dealer, trader, trading house, or intermediary who is the sole authorized distributor of a foreign manufacturer.
In the case of a local manufacturer, a valid Industrial License and an Environmental Clearance Certificate from the Department of Environment (DoE) must be submitted. Local manufacture shall have a minimum of 2 years specific experience for production of Smart Card.
The Tenderer must have a minimum of three (3) years of general experience in the supply of goods and related services.
The tenderer shall have specific experience of satisfactory completion of supply of Smart Card with necessary accessories of minimum Tk 45.50 Lakh under maximum 02 (Two) contracts in the last 03 (Three) years at any Government/Semi-Government/Autonomous organization.
The Tenderer must possess all valid and updated Trade License, Income Tax Clearance Certificate, TIN, VAT Registration Certificate, and an Import Registration Certificate (if required).
The manufacturer of the key components must possess a valid ISO 9001:2015 (or updated) and ISO 14001:2015 (or updated) certificate, as per the technical specifications.
Six (06) smart cards must be submitted to the BMDA Rajshahi Regional Store. Proof of this sample submission is required and must be uploaded with the tender document. Tenders submitted without the required samples will not be accepted.
