Government procurement in India is done in two layers: procurement by the provinces and procurement by the central government.
Major procuring offices are the Public Works Department, Indian Railway etc.
Indian Public Works Department is responsible for most of the works done under public fund. Department of Expenditure in 2006 had prepared a set of three Manuals on Policies and Procedures for Procurement of Goods, Works and hiring of Consultants, in conformity with the General Financial Rules (GFR), 2005. These manuals have been revised and updated several times. Over the years, these Manuals have served as a guiding books for public procurement in India.
